The Kalamazoo, Michigan public schools establishment mailed out a public-relations-type newspaper to everyone in the city recently. Their new 5-year "strategic plan," described therein as developed by "over 250 people," includes the following objective:
"100% of our students will score in the top 5th percentile on a nationally or internationally recognized measure."
Kalamazoo, where all the kids are above average.
