[On the "don't ask, don't tell" policy of gays in the U.S. military]

If the 19th Amendment, giving the vote to women, were written
today, it would stipulate a policy of "don't ask, can't tell."
The registrar won't ask.  If he can't tell the difference, the
woman gets to vote (as long as she doesn't engage in any
female behavior).

The Emancipation Proclamation, if written today, would be
called "don't run, won't pursue."

Truman's executive order integrating the armed forces would
stipulate....  Oh never mind, don't ask.
