How to motivate gov't workers

True story that took place on 2-2-96 when it was -5 degrees at noon...

The US Department of Agriculture is in charge of the Colorado Cooperative 
Extension, which is based at Colorado State University in Fort Collins, 
where I am a student. The recent arctic air killed my car battery, and I 
found myself knocking on the doors of Extension employees, looking for 
jumper cables. People either didn't have them or wouldn't admit it to save 
the trouble of going out into subzero temperatures. Finally, I reached the 
last office on the floor, where three women were working, and said, "I 
work in the mail room. First person to find me a pair of jumper cables 
doesn't get any more junk mail."

My car was running five minutes later.
