You know those screen savers that divide a display into little squares, and then endlessly shuffle them about? How about one that makes each square a Federal Form while a little on-screen Al Gore shuffles them from place to place? We could call the program "Re-Inventing Government". Of course we would have to figure out what to do with all those extra little squares which would mysteriously appear...
