Did you read the news that the Tennessee Valley Authority is buying "pollution credits" from Wisconsin? Under this arrangement, the TVA can pollute all they want, as long as they buy the right to pollute from relatively environmentally clean Wisconsin. I think that this is a great idea, that could be applied to other areas of government equally well. For example, the LAPD could buy civil rights credits from Maine.
