The Washington Post, Wednesday, February 28, 1990, reported that Jesse Jackson was apparently peeved that Governer William Donald Schaefer offered to incorporate the District of Columbia into Maryland in the event it did not attain statehood. [Note: the District was originally formed of land taken from both Virginia and Maryland.] The article then added, "Schaefer's suggestion is not without precedent. In 1846, the land that is not Arlington and Alexandria was ceded back to Virginia because the District did not think it would ever be useful." Sounds like an equally compelling reason to give the rest of it back.
