The Bush administration has charged that the war with Iraq was, in fact, the result of the outgoing Clinton administration. In announcing a Bush policy change statement and new actions to be undertaken in the war on terrorism to be broadcast to the nation on Thursday evening, White House spokesman Scott McClellan reminded the press about the reported vandalism of the letter 'W' on executive branch computer keyboards prior to the Bush inauguration in January 2001. Not noticed until recently, however, was that unknown Gore partisans had also swapped the key caps for the letters 'Q' and 'N'.
